I have to go with Robocop. For one he is still part human so he can think which should make him smarter than a Terminator. Also he seems bulkier, his armor seems like it can wistand attacks by the terminator. I think if Robocop can get his hands on the terminator he can crush it rather easily.
Gotta go with Lethal Weapon. The first two are classics that can't be beat. I also choose Big Trouble.
