I have no idea, I cannot remember the last time ubi delayed a game like this. I think they want to make sure they get it absolutely right as a next gen game so it can flourish with more sequels. I think they said something akin to that. But they usually just get the games out there regardless of how buggy they are.
I'm guessing that's going to be their premier series like Prince of Persia two generations ago and Assassin's Creed this gen.

Rayman: Legends. But that was pretty clear as to why they did it. You bring up the other thing I heard too, that it's not baked yet and since they need it to be an annual franchise it has to be good.
The other theory I heard is that they think it is too close to the wake of GTAV.
Yeah I thought of Rayman Legends but it was essentially complete and ready to go out when they delayed it and the most logical theory is because of Microsoft policies stipulating same day release dates.
Ubi realized no one wants anything having to do with Chicago and is now remaking the game's setting in a more appealing place like Boise, Idaho.
I think that
- They don't want this game and Ass Creed 4 competing for $$$
- Watch Dogs is not as polished as it needs to be for the WOW factor they are going for, and it needs more time.
Those are the only two things that make any sense. I'm honestly surprised more about Splinter Cell "tanking"? Doesn't SC always sell great? What happened here?

Its this right here. The $$$ being the biggest factor.
But aren't they potentially losing hundreds of millions in revenue? And their share price is 25% to 30% down according to recent reports. Maybe testers found the game just wasn't good enough in the coming together stages?
Maybe ZombieU scared them off big title launches as well (for new IP). Fuck I don't know. Probably what Vader said combined with a bit of everything else.
The sales success of Rayman demonstrated that needlessly delaying a game to improve sales does exactly that. It's a tried and true sales technique for them now.
Let's not forget about the terrible press they've been receiving lately. "Watch Dogs is not as polished..." No one would have been saying that before the shitty trailer was released. Or maybe they would? After the completely over the top reaction to the graphics on initial reveal I haven't been paying attention.

I was giving this a little serious thought, and I think Ubisoft is actuallly doing this in anticipation of another next gen software slump. I'm sure they will be putting some extra polish on it during that time, but it's not unlikely that this spring will be very much last the Wii U's spring and completely barren. What better time to release a high profile game then when there's nothing else coming out? Then again I haven't looked at any software calendar's so that could just be me talking out of my ass.
